Easton Utilities has named Carrie Manuel as the new Chief Financial Officer (CFO) and Secretary of the Commission. Manuel replaces Tracie A. Thomas, who retired after 22 successful years with the company. “I am honored to take on this new position and look forward to continuing to work with our talented finance team to ensure Easton Utilities’ long-term success,” said Manuel.
As the CFO, Manuel will oversee all aspects of Easton Utilities’ financial management in a progressively challenging financial and regulatory environment. Working closely with the CEO and department heads, she will focus on executing the mission statement of Easton Utilities, to enhance the quality of life in our community. Carrie will also maintain oversight of the Accounting department.

Horner, President and CEO of Easton Utilities. “Her insights and attention to detail have been instrumental in driving our financial health and success.”
Manuel is a licensed Certified Public Accountant (CPA). Her previous role was Controller, and prior to joining Easton Utilities she was a CPA for Arthur Andersen and CBIZ MHM, two of the largest accounting firms in the country. Manuel holds a Bachelor of Science in Accounting from Fairfield University, is a graduate of Shore Leadership, Class of 2020, and was recently accepted into the Leadership Maryland Executive Program, Class of 2026. Manuel currently serves on the Investment Committee for the Mid-Shore Community Foundation. She was raised in Easton and currently resides in Dorchester County with her son.
