Easton Utilities is proud to announce that President and Chief Executive Officer John Horner has been appointed to serve on the American Public Power Association (APPA) Board of Directors, a distinguished leadership role representing more than 2,000 community-owned electric utilities across the nation.
The APPA Board of Directors provides strategic leadership and guidance on issues impacting public power communities, advocating for reliable, affordable, and sustainable electric service while supporting the interests of locally owned utilities and the customers they serve.
Horner’s nomination reflects his longstanding commitment to public power and his dedication to advancing the utility industry. Throughout his career, he has championed initiatives that enhance reliability, strengthen community partnerships, and position Easton Utilities to meet the evolving needs of its customers.

Since joining Easton Utilities in 2016, Horner has led the organization with a focus on safety, customer service, operational excellence, financial stewardship, and employee development. Under his leadership, the utility has continued to invest in infrastructure improvements, system reliability, environmental responsibility, and innovative technologies that benefit the Town of Easton and Talbot County.
The American Public Power Association represents not-for-profit, community-owned electric utilities that power approximately 54 million Americans. Through advocacy, education, and collaboration, APPA works to strengthen the public power sector and ensure reliable, affordable energy for communities across the United States.
